Meet the members of our Local Pension Board    

       

Cllr Andy Burton

Councillor Andy Burton – Employer representative

 

Currently serves on the Cabinet of the East Riding of Yorkshire Council with the portfolio covering Planning, Highways and Transportation.

 

First elected as a Councillor in 1999 for the Wolds Weighton Ward. Served on the Pensions committee from 1999 to 2011, including four years as Chairman, and from 2013 to 2015. Served on the Cabinet with the portfolio for Economic Development from 2011 to 2013.

 

Served on a number of Overview and Scrutiny committees and panels of the East Riding of Yorkshire Council and has also served on a number of outside bodies including two Internal Drainage Boards and is a Director of the Hull & East Yorkshire Community Foundation.

 

Has also chaired the local planning committee for a number of years having been a member of the Strategic Planning committee for around 12 years.

 

Worked extensively with other authorities having been an Improvement and Development Agency peer and has an understanding of how different tiers of local government are structured.


Natasha Halsall

Natasha Halsall – Employer Representative

 

Pensions Manager at the University of Lincoln delivering the pensions and retirement operation covering Local Government, Teachers and Universities Superannuation pension schemes.

 

This includes auto enrolment and the provision of financial education across the university and also working with the Students Union. Responsible for overseeing Higher Education role analysis, and other corporate benefit provision including healthcare, relocation, salary sacrifice schemes plus various local benefits and wellbeing initiatives.

 

Recently completed the Pensions Management Institution (PMI) Diploma in Retirement Savings and Employee Benefits and enjoys helping employees to better understand their pensions and options for the future.

 

Previously worked as a HR manager for a national construction and property group of companies and as a Legal Executive at a firm of solicitors.

 Julie Davey - Active Member Representative


I have over 30 years’ experience in local government and am currently ‘heading up’ the North Lincolnshire Trading Standards Food and Feed team.

After graduating from Bradford University with a degree in ‘Science and Society’, I joined West Yorkshire Trading Standards Service in 1981.  Having qualified as a Weights and Measures Inspector, I gained a whole range of experience in all areas of Trading Standards before moving to Humberside County Council in 1990. Here, as Fair Trading team leader and consumer credit specialist I carried out a number of audits on behalf of the Office of Fair Trading (now Financial Conduct Authority) as to the suitability of businesses to hold a consumer credit licence.

I moved back to Scunthorpe in 1997 where I gained the Master in Business Administration and qualified as a financial investigator for the purposes of enforcing the ‘Proceeds of Crime’ legislation.

I am accustomed to interpreting legislation, assimilating large amounts of complex data and adapting to rapid changes in both the legislative and economic background and as such am enjoying my role on the Local government pension board, which is both challenging and rewarding.

With retirement moving ever closer,  I am keen to play my part in the ‘board’ before carrying out the long awaited promise to write that book, “ It shouldn’t happen to a Trading Standards Officer” !
